Jonathan Newell is the Founder and Managing Director of Off-Site Ireland, bringing extensive experience in quantity surveying, estimating, commercial management and off-site construction. Throughout his career, Jonathan has worked across a diverse range of sectors including modular construction, MEP services, oil & gas, infrastructure, manufacturing and traditional construction projects.

Having worked on projects throughout Ireland, the Middle East and Australia, Jonathan has developed a strong understanding of the commercial, contractual and operational challenges faced by contractors, manufacturers and project teams. His expertise spans the full project lifecycle, from pre-construction estimating and procurement through to commercial management, contract administration and final account agreement.

Jonathan has built a reputation for providing practical, commercially focused solutions that help clients manage risk, improve project performance and successfully deliver complex construction projects. His experience across multiple sectors allows him to bring a broad perspective and value-driven approach to every engagement.

He established Off-Site Ireland to provide flexible, dependable and high-quality commercial support to contractors, developers, manufacturers and project teams. Under his leadership, the company has developed a strong reputation for delivering estimating, quantity surveying, procurement and commercial management services that help clients strengthen their teams, manage workloads and achieve successful project outcomes.

Joe Starr

Director of Estimating & Surveying

Joe Starr is a highly experienced construction professional with nearly three decades of expertise in estimating, quantity surveying and commercial management. Throughout his career, he has successfully delivered projects across the education, healthcare, pharmaceutical, civil engineering and off-site construction sectors, building a strong reputation for commercial awareness, accurate cost planning and practical project delivery.

Having held senior estimating and quantity surveying positions on a wide variety of public and private sector projects, Joe has developed extensive experience in tendering, procurement, commercial management, contract administration and cost control. His background includes major healthcare facilities, educational campuses, pharmaceutical developments, commercial buildings and large-scale modular construction projects.

Joe's strengths lie in his ability to identify commercial opportunities, manage project risk and provide clear, practical advice throughout the project lifecycle. Combining strong technical knowledge with a hands-on understanding of construction delivery, he works closely with clients, design teams and contractors to achieve commercially successful outcomes.

Before joining Off-Site Ireland, Joe played key roles in the successful delivery of significant projects with both traditional contractors and modular construction specialists, gaining valuable experience across both pre-construction and live project environments. His involvement in major tender submissions, framework agreements and complex construction projects has contributed to the successful procurement and delivery of projects across a wide range of sectors and contract values.

As Director of Estimating & Surveying at Off-Site Ireland, Joe leads our estimating and commercial support services, helping clients manage workloads, strengthen project teams and deliver successful outcomes through expert estimating, quantity surveying, procurement and commercial management solutions.
